Gradual Regeneration of Valleseco and Its Waterfront

The technical proposal for the reconfiguration of the Valleseco waterfront and the improvement of its urban environment, in Santa Cruz de Tenerife, sets out an integrated strategy for territorial, urban, landscape and environmental transformation, developed by a multidisciplinary team.

The project begins with a precise reading of the site and its existing conditions, bringing together the historical context, current planning framework, urban fabric and pre-existing structures, mobility systems, landscape, hydrology, coastal dynamics and existing infrastructure. Each layer of analysis identifies specific opportunities and establishes a set of intervention objectives, creating a shared framework for decision-making.

From this diagnosis, the proposal defines a series of overall intervention strategies and design criteria aimed at enhancing the environmental and landscape qualities of the area, improving the road network and mobility structure, integrating hydrological processes, and establishing a coherent approach to the adaptation and reorganisation of existing infrastructure.

The urban strategy structures the intervention area into a series of distinct yet interconnected zones —the waterfront, the ravine corridor, the transitional areas and the urban core of La Vega— while proposing targeted adjustments to the existing planning framework. The objective is to establish a clearer and more meaningful relationship between landscape, public space, mobility and urban fabric. This approach is articulated through a set of urban design principles, masterplan drawings and specific interventions capable of guiding a coherent and progressive transformation of the site.

Finally, the project incorporates a phased implementation strategy, supported by a range of investment scenarios and a communication plan designed to explain, coordinate and give visibility to the transformation process.

Rather than a singular intervention, the proposal understands Valle Seco as a complex territorial system in which infrastructure, landscape and city can operate as an integrated whole, shaping a more accessible, resilient and connected waterfront.
